I am a descendant of the Scottish Bruce family. Is it true the chief Andrew Bruce "owns" my last name Bruce

Is it true the chief of Scottish clans has so much power? I cannot use the Bruce family coat of arms, only the chief can use them? But I am a Bruce too...and a descendant of Robert the Bruce too (through my14th great grandmother Jane Blackadder who was the wife of David the seventh Baron of Clackmannan. How is it then that only Lord Elgin owns the coat of arms?

There is a large fee for a coat of arms. It is paid to the Treasury.
In Scotland the misuse of arms is a criminal offence. It is treated as tax evasion. Prosecutions are brought before Lyon Court, headed by Lord Lyon, as sole judge. If the Lord Lyon refuses to grant a coat of arms, there is absolutely nothing you can do about it. There is no apeal, because this is not a judicial function, but an exercise of the Royal Preorgative.
