Wow, that is going back a ways... unfortunately it's been out of print forever, in fact I'm not sure it ever made it to VHS, let alone DVD.
The only suggestion I can offer -- and I realize it's weak -- is to vote for it as a lost classic on TCM, the address is:

TCM really does monitor this feature, and if there is enough interest, they try to acquire the rights and run it. This film is ranked pretty low (I just voted for it 
but it's worth trying.
FYI, it was also released under a different name, "The Treasure of Kalifa."
